The first thing to do is to get a dental checkup. Most times bad breath is because of beginning gum disease. A nice dental cleaning should start solving your problem. Sometimes there might be a decay in a tooth which causes food traps and bad breath. Rarely, the cause might not be due to teeth - like a blocked nose etc, but a dental opinion will help you a lot.
Also, start tongue cleaning thoroughly with a soft toothbrush. Drink lots of water. Chew sugarfree gum.
Mouthwashes will just mask the smell and make your mouth dry, they won't cause the problem to go away.
