Mucocele occurs because of the passage of saliva being blocked causing accumulation of it at the opening. Surgical excision Should only be done if it's very huge and causing inconvenience of some kind or very bad to look at . The cause is lip biting in most cases. Avoid it at all costs. In most cases small mucoceles will shrink on their own. U may try warm water and salt rinses.

A non-surgical option that may be effective for a small mucocele is to rinse the mouth thoroughly with salt water four to six times a day for a few days. This may draw out the fluid trapped underneath the skin without further damaging the surrounding tissue.
Consider other mode of treatment also if its recurring.
Hello
As you do not want to go for surgical treatment you can make use of the home remedy
You can apply alum daily once for 10-15 minutes and then wash it following with use of listerine for 2-5 minutes.
The alum will help to burst the mucocele quickly and help in smoothening the skin of the lip too
Try this!!
