This picture gives us good idea about your condition. It is Post inflammatory Hyperpigmentation and usually occur after an injury to skin ( threading ) or acne.
So its better to avoid waxing ( removing facial hair), it may be the reason for this condition.
Also rule out thyroid diseases, Poly cystic ovarian diseases, raised levels of cholesterol, obesity etc.... These conditions can also cause raised hyperpigmented blumps like this. It can be easily cured with homoeopathy. Thuja tincture for external application is best.

Tiny acne/pimple eruptions
Ingrown hair after facial threading/waxing
