Low heartbeat in 9th week

One of my friend just conceived in May this year and after her first ultrasound baby's heartbeat was 97 further in second ultrasound it got decreased to 91.. Now, today in her third ultrasound there is no heartbeat.. Is it safe to continue with this pregnancy any further or should the pregnancy be terminated?

Most probably the embryo has already perished.
Not getting foetal heart action is one thing, and foetal heart action coming and then disappearing is a more serious matter.
