Looks like balanitis

Hi doctor, my brother has a red rash like thing on the head of the penis. He doesn't feel any pain though. It has just been a rash sort of thing for the past 4 weeks. There is no pain during urine passage or ejaculations. Can you please advise me how to get rid of this ?
