Looking at the x ray and the age of your mother I have knee osteoarthritis in my mind!
Massage, electrotherapy is of limited help. She can continue yoga or any kind of physical activity as long as it doesn't put undue pressure on the joint and deform the joint. Consider using a knee cap during walking or working for long hours in standing.
Basic quadriceps exercises and hip exercises will help.
Also a healthy diet and supplemental calcium and vitamin D3 is equally important.
She could benefit from Manual therapy. If taping has not helped then different mobilizations could be given. Sometimes longer term sessions need to be given of upto 10-12 sessions.
Her knee joint spaced are minimal. If even the long term treatment doesn't help, in my opinion look for the surgical option.
