it seems to be a degenerative osteoarthritis, which reoccurs because of lack of precautions or overuse.there can be an increase in blood uric acid level which aggravates the condition.first you should get the X-RAY one and test of Blood uric acid level done.
Next Steps
go to a physiotherapist and take the treament.Ultrasonic therapy helps in healing and reducing tenderness if any,Wax therapy increases blood circulation and helps in relieving pain and swelling,Exercises will increase the muscle strength.Do it for at least 2-3 weeks. You will get the relief for sure.......in chronic cases ,if not responding(no relief at all) after taking physiotherapy, need to take hydrocortisone injection. if having any increase in uric acid level, avoid taking protein diet along with the physiotherapy.
Health Tips
avoid over standing. no cold exposure,do frequent knee movements, avoid cross leg sitting.avoid stair climbing, prolonged walking.

Get an x Ray done in standing position. It seems degenerative arthritis if one looks at your mother's age. But severity and further treatment to be guided by symptoms and xray. Always remember that tkr or surgery is not the only solution.  orthopaedic or physio can help in many other ways.

Looks like your mother pain is from degenerative osteoarthritis of the knee. This typically has flare ups with with varying intensity and duration of pain. Plain Xray/Radiographs of the knee in standing position in both planes can easily show the severity / stage of osteoarthritis.
Next Steps
Please consult an orthopaedic doctor nearby for further assessment and management.

Arthritis can be diagnosed by various investigations X-ray, Physical examinations, and Blood tests(SGPTOT, RA factor etc...) , depending on the condition of her joints some strengthening exercises may do along with some medication that are believed to help in lubrication of the joint , or she might need a joint replacement. for both the things initial strengthening is advisable.
Next Steps
Check with nearest rheumatologist, how is the condition of the joint and what will be the best possible solution.
Health Tips
DO NOT OVER STRESS the joint in any manner (walking / bearing weight unnecessarily). she must avoid climbing stairs as of now and preferably use the ramps wherever possible. and please arrange a full day or two for your mother and consult the rheumatologist / orthopaedic.
