Looking at age of your mother Probably the Knee pain is because of Arthritis (can be OsteoArthrits). Good Suggestion would depend upon what is your primary purpose of the consultation . i.e. if She wants to be completely independent and do all her work by slef. SHE MAY UNDERGO A REHAB PROGRAM FOCUSING ON INCREASING THE STRENGTH OF THE MUSCLES which will allow her Knee's to function properly.
Secondly, if the Bone Density is Good and hopefully she is ready to go for Surgery. then Post little bit of Strengthening she may opt for JOINT ARTHROPLASTY.
Thirdly, If She Neither wants to work out her knee muscle's and Nor does want to opt for surgery, and she is comfortable in using Wheelchair. then we may teach her wheelchair skills.
But, If she does not want to be independent . train a helper for all her needs.
Next Steps
Consult a good Physio / Occupational Therapist Near by your Place.
