Hello, it is absolutely safe to have surgery at this age. Surgery can be done at ease. moreover we dont have any other option to correct class III at your age. although there are very much chances of relapse but that will not be a concern if we consider the results we are going to have.
Next Steps
you should visit an orthodontist nearby.

Jaw surgery or orthognathic surgery done under general anesthesia has all the risks of any other major surgery..but there is no need to worry....except for the surgery part,it doesnt usually have a long standing risk factor involved in future...but make sure you understand everything about it before undergoing surgery

A situation like yours can be treated by jaw surgery. Sometimes additionally you may require orthodontic treatment or braces. There can be a few situations of sensory loss in the lower part of face but it is not critical and doesn't have any effect on your daily life.
