I have little something skin on my penis

I have rash kind of thing on my penis and it pains when I touch it. Along with it I am also having jock itch from past few months, I am taking medicine on my own( only four derm tube and candid powder). Rest I don't have issue In anything. Please help. Sometimes the pain goes away sometimes it comes back.
