If the frenulum has been cut and you have pain and bleeding I think you should get a circumcision done. I am hoping that you visited a surgeon and he must have definitely examined you and hence told you for circumcision. If you still want you can take a second opinion from another surgeon. They'll be the best guide for you. I hope this will help you.
