Hello This could be due to lacrimal passage blockage At this age probing is required to clear the blockage Kindly consult local opthalmologist and ask for probing

Two reasons either congenital non-canalization of nasolacrimal duct or mild infection ,you may use vigamox eye drops 56 times for few days & if you don't get relief you should consult ophthmologist.

If he is already 15 months old, and the eye is still watery, you have to get a ophthalmology consultation at the earliest. It could be congenital dacryocystitis which would need an intervention at this stage
