First dear we have to find out if your hair growth is familial or hormonal. Then the treatment can be decided. If familial, direct laser can be the approach. Shaving can induce ingrown hairs and infection if not hygienly maintained, though it is quick and simple. Waxing is painful, some people may develop allergy to the wax, ingrown hairs are  also possible here, but you get a longer hair free period. The choice is yours.

If you have thick hair on the face the safest and best method is laser hair reduction (LHR) It's painless and safe without any side effects.
Next Steps
The only thing u have to keep in mind is facial hair is under the influence of hormones so I'll always advise to get a consultation with a dermatologist and then get it done.
Health Tips
And facial hair requires multiple sessions of LHR for getting best results.
