Dandruff in winter season is very common problem but itching on scalp due to dandruff is due to seborrheic dermatitis (kind of allergy in simple language). We need to check  your scalp first for affected areas where you may be having this allergy. Usually shampoos only wash the dandruff but never completely eliminates it.Once you get your scalp checked we can write complete course of medicines to solve your problem. Hairfall is due to dandruff is a big myth.Average daily hairfall in the range of 100-150 is normal and there is no need to treat that.Usually males suffer from male pattern baldness which is due to hair thinning rather than excessive hairfall. In this condition they develop bald patches on both sides and at crown region which progress slowly.Treatment for this male pattern hair loss involves maintainance with minoxidil solution and finasteride tablet. For regrowth over bald patches, PRP and dermaroller is the best treatment. I would advice you to go through my article on hairfall and routine Hair care to know more.
