Could you please prescribe a good serum or creme to reduce dark spots and dark circles and to make the skin clear and is suitable for dry skin?

Hi ! Dark spots and dark undereye circles are two different entities . I would suggest that you consult a dermatologist in person so that they will be able to assess the pigmentation which will enable him/her to formulate a treatment plan specific for your needs. Your dermatologist will then suggest either a cream or a procedure which will help in bringing down the pigmentation and improve the skin texture and tone.
Next Steps
Start by using a doctor prescribed sunscreen with an SPF of atleast 30 .The sunscreen should be applied once in 3 hours especially between 7am-5pm,the first application should ideally be used 20 minutes before you step out into the sun.

Do not use over the counter 'skin lightening' creams that a pharmacist / friend suggests . It can cause more harm than good . I hope this answers your query !
