Kindly specify the area ..is it over the eyelid or under it? Also the duration of its existence. Cyst is usually a fluid filled swelling or bag so we need to be very clear which type of swelling or mass is it? A photograph would give us lot of information about its nature and whether or not  surgery is required. Hope this helps.

It depends upon what you are calling a cyst. If it's truly a cyst and there is no pain, redness or pus point on it then it can be removed surgically.
Next Steps
consult an occuloplasty specialist
