Hi...in case, tooth is having pain after permanent filling, then the infection is very deep involving the pulp, so root canal treatment with stainless steel crown, followed with antibiotics and pain killers are advisable.

It seems that infection in your daughters teeth has reached the pulp and roots of teeth. Since she is just 5 years old I will strongly suggest to save those teeth by Root Canal treatment. Because  Apart from chewing milk teeth are also important for proper growth of permanent teeth and face
Next Steps
You can take 2 nd opinion or go to Pediatric Dentist. As such there is no guarantee of Root Canal treatment but properly treated teeth stays for years. In your daughter's case they should stay good till parmanent teeth erupts.

If after the permanent restoration/ filling there is severe pain then it means that the infection has gone deep inside the pulp chamber, which is not coming out and getting collected. The amount of infection present is difficult to know unless one checks the patient clinically or you share the radiograph of that tooth.
Next Steps
The only treatment to save the tooth in this case is Root Canal Treatment. Patient can get a second opinion also, as checking and diagnosing the problem clinically is very important.
Health Tips
The milk teeth of children are very precious and you should always try to save them, as they maintain space for the permanent teeth to come in the Dental arches. Otherwise the alignment of permanent teeth can spoil and later on patient may require braces.
