The patient (National of Algeria) has already lost vision of one eye and is suffering from Cataract for last 15 years.
He has been under treatment for last 2 years with different doctors.
He has sent reports to me to discuss with Dr TP Agrawal (Meerut)
Once Dr T P Agarwal confirms for providing his guidance and treatment - I can call my friend to India for treatment.

How he lost one eye ,you have to go in detail for cause of loosing one eye ,you have not mentioned ,be careful for 2nd eye ,you have to consider every minute details before undergoing cataract surgery, my personal opinion is, go for the best,where every possible precaution is taken. because little negligence will lead him to complete blindness .

We can also examine other eye to find out if something can be done for that eye also

I can understand your concern.
If you want to diacuss the case with Dr. T p agarwal, then you will have to consult him in person.
Also, i do not understand why he cannot get the caratact removed there itself.
And what kind of treatment is going on for 2 years?
Cataract treatment involves surgery.
