There various options to treat, chemotherapy,hormonal therapy and surgery even in stage 4 cancers. According to PET scan it seems to low uptake and she may have low grade tumour , so need to do biopsy for confirmation.

Does she complain of any backache or bony pains or breathlessness? You need to get a biopsy from the breast lesion done and start her on chemotherapy. Doing hormone receptor studies on the biopsy specimen, may help in adding hormonal therapy.
