You might be having a habit of sitting on floor with folded legs. The skin over that part has undergone blackening and thickening as it is always under friction due to ground.
You should apply moisturizer and keratolytics or urea based creams for the best results.
This appears to be lichen simplex chronicus.
And there seems to be a component of friction with footwear, due to contact.
You can apply
Tenovate oint once daily
Vaseline lotion 2-3 times per day
Tab levocetrizine 10 mg at night.
Review after 1 month.
