You might be having a habit of sitting on floor with folded legs. The skin over that part has undergone blackening and thickening as it is always under friction due to ground. You should apply moisturizer and keratolytics or urea based creams for the best results.

This appears to be lichen simplex chronicus. And there seems to be a component of friction with footwear, due to contact. You can apply Tenovate oint once daily Vaseline lotion 2-3 times per day Tab levocetrizine 10 mg at night. Review after 1 month.
Health Tips
Do not scratch much. Avoid contact with footwear at this point.

This is a chronic eczema. It aggravates with dry skin and also excess friction with footwear can cause this issue. Medication is available to control the same as it wont regress spontaneously. Consult a Dermatologist for the same.
