The symptoms you have described suggest that your father has an umbilical hernia. It is best to get a hernia treated surgically as otherwise it has a tendency to increase in size, or to become irreducible, that is the contents of hernia get stuck outside. Further if he has ever experienced symptoms such as pain in hernia or Abdomen, nausea/vomiting, it would be best to get him operated. Having said that if your father is completely asymptomatic, and too old or unfit for surgery you can probably wait and watch.
Next Steps
Please visit a general surgeon, who can evaluate your father from all above mentioned points of view and help you reach a considered decision.
