Uneven skin tone on body parts

My skin is very fair everywhere except my elbows , knees and neck and also my inner thighs and vaginal part and it looks very gross that i have developed an insecurity and i feel disgusted of Myself cuz those parts just look black as compared to my skin . please tell me what can i do about it . i really wanna feel confident.
