Regarding PCV Range

Hi have done a complete blood test, I have seen PCV 38 Range is ( 42 - 52 ) MCH 26 Range is ( 27 - 32 ) Vitamin Deficiency 16.2 Range is ( > 30 ) Any serious if PCV and MCH is low are it is ok for 38 PCV.
