Rashes on Inner skin of penis

I have rashes on inner skin of penis since many months. Consulted general physician and suggested medication for one week and ointment. The rashes are getting vanished when I use tablets and ointment. But, after completion of course they are reoccurring in the same place. As per the test reports, I dnt have any infection in blood. I am not understanding why is it occurring again and again. Please advise.
