Penis itching and red line on shaft

For the past couple weeks my penis has been itchy and had some dry skin I put lotion on it but it doesn't seem to do anything. Also there is a red line that goes half way around my shaft and stings when touched or moved the opposite way. During masturbation it seems to bleed in the red line but no blood ever comes out in any way it's all under the skin
