Giving plain water nebulization 3-4 times a day is not an issue,but in a 3 months old ,any chest congestion and nose block is an indication for a pediatrician consultation and clinical examination.

Yes u can but 3 months is very young age it's better to take the child to hospital and get her/him examined first and get treated accordingly.

Before giving nebulization i strongly suggest you consult a pediatrician, if pediatrician advise for nebulization then only you give nebulization otherwise whatever the treatment is advised according to your baby’s diagnosis please follow the same treatment. If you are using only water then you can give three times in a day, for 5-10mins that will be enough If you are adding any drug please consult a pediatrician before doing that
