My penis head not coming out of skin

When the penis is erect, the head is not coming out of the skin. And, one of the balls under the penis of mine is around 10cm below the other. Also, I get acne whenever I masterbate because some of the cum doesn't come out and get struck inside the skin only. Will I have any sexual problem in future?
