Low diastolic flow in Ultrasound

My wife is 29 weeks and 4 days pregnant and we had a scan Doppler ultrasound 4 days back in which we found there is low diastolic flow in UMA and Left Urinary Artery. Please advise how we can increase the flow and what is the reason for this and how it can effect our baby. Thanks
