My heart rate shoots up every now and then. Do I have high bp? My Father has it. I am under some stress.

Hello ,anxity can increase heart rate .. At this age high blood pressure is unlikely the cause for increased heart rate .. If you are still worried get your blood pressure checked in any clinic , At this age worry ,anxiousness are the probable cause ,consult general physician ,get a ECG done .
