Flaccid penis problem

Hello doctor, I have a different problem related flaccid penis size. I have 4.5 inch flaccid penis that is almost look like erected penis. I feel humiliation everywhere. Everyone looks my groin area bad way. I cannot tuck shirt in. that is required in office and other formal place. I feel very depressed. Please suggest Any medicine and surgery. Can cosmetic/plastic surgery help.
