Downward bent penis due to frenulum brev

Hi, I have a downward bent at the tip if the penis since very long as far as I know due to the foreskin being attached to glans. Once few years ago I cut it myself and the results were ok, but still I get the bent when erect. Please find attached the picture. Please tell me if I need surgery or this can be corrected by stretching daily as I am not too much keen on surgery. Thanks.
