There is a wide range of carrying angles in the human population. There is also a margin of error for measurement. Trying to reduce by 3 degrees or more is not a technical feasibility.
Is the arm/elbow causing you any problem? Is it limiting your mobility or activity in any way? I don't think the Indian Army has the criteria for carrying angles in the medical interview.
Also remember with surgery the reduction is not guaranteed by the exact amount and you will also have the risk that the bone will not unite or unite in a delayed time frame or cause more stiffness.
Please discard the idea of trying to reduce the carrying angle unless it is causing you any limitation.
