Calf muscle pain and shin splints

I am a distance runner and I oftenly feel pain in my calf musles and constant  pain in tibia and fibula ... I always do proper stretchings  and I have taken proper rest for months many times and when I start running again after feeling totally fine , the pain in lower leg bones start again after a while and it becomes a hindrance in my training...I cant stop running and I want my legs to be totally fine for running so I can train more hard ... I became worried and tense many a times  because running is my passion .... I want a permanent solution to this problem Can anyone help me ?
