Brown spots on lower legs

My mother is a patient of cholesterol. Recently she is having brown spots on her lower portion of legs. Fir controlling cholesterol she goes for walk but she gets tired and her legs pains. I don't know what will this known as?Can you please suggest which Doctor we should consult?
