A stone alike material in penis skin

My penis outer skin has a small stone type thing on the lower side. It pinch when I try to hold it. It also hurts during skin stretching. Incase of pressing / holding the affected area it hurts/ pinch the inner muscle. It's actually confusing that how a stone (something similar) came in between the layers of skin. Please advice a specialist for this particular problem, General surgeon or urologist or any other specialist ?
