Acne Marks
Hello, I am a fifteen year old (soon to be sixteen) female, and I would like advice on my acne marks/ hyper-pigmentation. My skin is very sensitive and tends to turn a little red when I fully tip my head down or sometimes when I am in a very cold environment.
I hope I can get some help or knowledge on how to treat this.

This looks like acne rosacea. You please consult a dermatologist.
